Strategic HRM in a VUCA Environment: Building Organizational Resilience through Agile Workforce Practices

Abstract
The contemporary business environment, characterized by volatility, uncertainty, complexity, and ambiguity (VUCA), has fundamentally transformed the strategic role of human resource management. Traditional HR practices are increasingly inadequate in addressing the dynamic challenges posed by rapid technological advancements, global disruptions, evolving workforce expectations, and unpredictable market conditions. This conceptual paper examines the role of Strategic Human Resource Management (SHRM) in fostering organizational resilience through agile workforce practices. Drawing upon the Dynamic Capabilities Theory, Resource-Based View (RBV), Organizational Resilience Theory, and Agile Management principles, the paper develops an integrated framework illustrating how strategic HR interventions enhance organizational adaptability and long-term sustainability. The study identifies five critical dimensions of agile workforce practices: workforce flexibility, continuous learning and reskilling, digital HR transformation, employee empowerment, and adaptive leadership. These dimensions collectively strengthen organizational capabilities to anticipate disruptions, respond effectively to change, and sustain competitive advantage. The paper further explores the mediating role of organizational resilience in linking strategic HRM initiatives with organizational performance outcomes, including innovation, employee engagement, operational continuity, and business sustainability. By synthesizing contemporary literature from SHRM, organizational behavior, and resilience research, the study highlights emerging trends and identifies significant research gaps, particularly regarding the integration of artificial intelligence, hybrid work models, and data-driven workforce analytics within agile HR systems. The proposed conceptual framework offers practical insights for HR leaders, policymakers, and organizational strategists seeking to build resilient organizations capable of thriving in uncertain environments. The study contributes to the growing body of SHRM literature by positioning agile workforce practices as a strategic capability that enables organizations to navigate VUCA conditions while simultaneously fostering workforce well-being, organizational learning, and sustainable competitive advantage.
