Abstract
This study aims to highlight the importance of few of the principles of new public management, mainly governance (participation, transparency) and decentralization as mechanisms to fix the local administration reforms. Where through a field study conducted at the level of Kenadsa municipality to see whether the principles of (transparency, participation) and decentralization exist in the municipal administrative process. The study indicates the existence of the mentioned principals and the relationship between governance (participation and transparency) and the level of public service, as well as the degree of decentralization provided by the local community that helps it improve its services. Through the results obtained from the field study, it can be said that the principles of the new public management can contribute to improving the performance of local communities and thus achieving the desired economic and social development.
