The Role of Higher Education Institutions in Promoting Democracy, Equality and Social Justice in Contemporary India

Abstract

This study examines the role of Higher Education Institutions (HEIs) in promoting democracy, equality, and social justice in contemporary India. Using a descriptive and analytical research design, the study relies on secondary data from AISHE, the Ministry of Education, NEP 2020, UGC guidelines, and relevant academic literature. The findings indicate significant expansion and social diversification in Indian higher education. Total enrolment increased from approximately 3.42 crore in 2014-15 to 4.50 crore in 2023-24, while the Gross Enrolment Ratio (GER) rose from 23.7% to 30.0%. Female GER increased from 22.9% to 31.2%, SC GER from 18.9% to 27.8%, and ST GER from 13.5% to 22.8%. Despite this progress, participation disparities persist, particularly among disadvantaged groups. The study concludes that HEIs can strengthen democratic citizenship and social justice by combining equitable access with inclusive institutional practices, constitutional education, critical thinking, student participation, and effective support mechanisms.
